Thank you for your enquiry John. The arch is being re-opened so that it can be reinstated as an Active Travel route to follow on (eventually) from the New Dyfi Bridge road scheme. In very basic terms it will provide both pedestrian and cycle access on the South side of the railway bridge which has been non-existent for many years.
